PHILADELPHIA - November 4, 2003 - ACE USA, the U.S.-based retail operations of the ACE Group of Companies (NYSE: ACE), today announced the appointment of David M. Homcy as Senior Vice President and Branch Manager of the Southeast Region for ACE Risk Management. ACE Risk Management offers comprehensive risk management programs and services, which are uniquely designed and customized to assist companies in any industry deal with the significant costs of financing and managing risk. Based in Roswell, Ga., Mr. Homcy will have overall responsibility for the Atlanta Branch, with oversight for the day-to-day operations, serving the brokerage community through the Southeast region.

Mr. Homcy joins ACE USA from American International Group, where he spent 10 years, most recently serving as Assistant Vice President and Eastern Zone Manager for AIG Risk Management's Transportation Division. Prior to that position he served as Assistant Vice President within AIG's M&A division and as Casualty Underwriting Manager, working with M&A brokerage departments to underwrite primary casualty programs. Mr. Homcy holds a bachelor of arts degree in business administration from Muhlenberg College in Allentown, Pa.
